An application for a State Environmental Policy Act (SEPA) Threshold Determination has been submitted in advance of applying for a building permit to construction of a three-story mixed-use building in downtown Chelan. The ground floor (3,400 SF) with a carport (825 SF) and the second floor (3,816 SF) will be designated for commercial use, with single residential dwelling (2,880 SF) on the third floor. Rooftop installation of a radio tower is being considered. The total building square footage will be around 10,096 SF on the zero lot line site of 4,195 SF.

Proposed construction timeline is July 2025 – Nov 2026.

 

Environmental Review: Pursuant to the State Environmental Policy Act (SEPA), chapter 43.21C RCW and the SEPA Rules, chapter 197-11 WAC, the proposed project requires SEPA environmental review. A threshold determination will be issued after the public comment period. The public will be given the opportunity to comment on the SEPA threshold determination.

 

Comment Period: Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The public comment period on this application will remain open until 5:00 p.m. on August 8, 2025.

 

Any person has the right to comment on this application and request a copy of any decision once made.  Appeal procedures can vary according to the type of decision being appealed; please contact the Chelan Department of Community Development with questions about appeals.

The application and any related studies may be reviewed at City Hall, Department of Community Development, 135 E. Johnson Avenue, Chelan, WA, during regular business hours.
