The City has received an application for a Shoreline Substantial Development Permit to remove the existing submarine watermain line and install a new line at the bottom of and adjacent to Lake Chelan in the vicinity of S Bradley and S Sanders St.

Proposal:  An application for a Shoreline Substantial Development Permit (SSDP) to remove the existing submarine watermain line and install a new submarine watermain line at the bottom of and adjacent to Lake Chelan.  The City of Chelan Shoreline Master Program (CSMP) identifies the Shoreline Environment Designation as Shoreline Park/Public and Residential – Multi Family for the upland portion of the property, and as Aquatic for property below the Ordinary High-Water Mark.  

 

Environmental Review: The City of Chelan, as SEPA lead agency, has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS). This determination is based on preliminary review of the application materials including the submitted Environmental Checklist, Shoreline Technical Memo, JARPA form, and Project Plans. The optional DNS process in WAC 197-11-355 is being used.  This may be your only opportunity to comment on the environmental impacts on this phase of the proposed project.  A copy of the threshold determination may be obtained upon request.

 

Comment Period: Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The public comment period on this application will remain open until 5:00 p.m. on July 25, 2025.

Any person has the right to comment on this application and request a copy of any decision once made.  Appeal procedures can vary according to the type of decision being appealed; please contact the Chelan Department of Community Development with questions about appeals.
