Proposal:  An application for a Written Exemption from a Shoreline Substantial Development Permit (SSDP) for the normal repair and maintenance of stairs by removing existing concrete stairs and replacing them with new concrete stairs in the same location and footprint as the current structure. The City of Chelan Shoreline Master Program (CSMP) identifies the Shoreline Environment Designation as Residential – Single Family for the upland portion of the property.

Environmental Review: The City of Chelan, as SEPA lead agency, has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS). This determination is based on preliminary review of the application materials including the submitted Environmental Checklist, Shoreline Technical Memo, JARPA form, and Permitting Drawings. The optional DNS process in WAC 197-11-355 is being used.  This may be your only opportunity to comment on the environmental impacts on this phase of the proposed project.  A copy of the threshold determination may be obtained upon request.

 

Comment Period: Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The public comment period on this application will remain open until 5:00 p.m. on June 19, 2025.

 

Any person has the right to comment on this application and request a copy of any decision once made.  Appeal procedures can vary according to the type of decision being appealed; please contact the Chelan Department of Community Development with questions about appeals.

Other required permits not included in the application to the extent known by the City of Chelan: Washington Department of Fish and Wildlife - Hydraulic Project Approval (HPA); United States Department of the Army (U.S. Army Corps of Engineers) – Section 404 and Section 10; City of Chelan Building Permit

 

Applicable Policies, and Requirements: The following development regulations will be used for project mitigation and consistency: City of Chelan Shoreline Master Program, City of Chelan Municipal Code, International Building Code (IBC), Applicable State and Federal regulations.
