Proposal: An application for a Shoreline Substantial Development Permit (SSDP) to engage in temporary business activities for at least 3 years while designing and permitting a permanent facility. These activities will include operation of the existing marina, new and used boat sales, and boat rental operations. To facilitate these activities on site, a temporary mobile office & restroom structure and a tent structure to display new boat models are proposed. The temporary structures will be permitted and on site for no more than 180 days per calendar year. The site has an existing commercial marina facility and a 16-car parking lot. The City of Chelan Shoreline Master Program (CSMP) identifies the Shoreline Environment Designation as High Intensity for the upland portion of the property.

Environmental Review: The City of Chelan, as SEPA lead agency, has determined that this project is categorically exempt from the State Environmental Policy Act (SEPA) under WAC 197-11-800(1)(b)(iv): The construction of an office, school, commercial, recreational, service or storage building with 4,000 square feet of gross floor area, and with associated parking facilities designed for 20 automobiles. This determination is based on review of the application materials including the submitted Environmental Checklist, JARPA form, and Project Drawings.
Comment Period: Agencies, tribes, and the public are encouraged to review and comment on the proposed project. The public comment period on this application will remain open until 5:00 p.m. on June 5, 2025.
