and PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a Public Hearing will be held before the City of Chelan Hearing Examiner at 10 a.m. on Tuesday, April 22, 2025, in the Council Chambers at 135 East Johnson, Chelan, WA on the following application:

Proposal: An application for a Conditional Use Permit to operate a Bed and Breakfast within an existing residence at 427 S 3rd St, Chelan. The proposal seeks approval to rent out up to five bedrooms, with a maximum of two guests per room. The Bed and Breakfast will be owner-occupied, and no food will be served. The City of Chelan Zoning Map designates the property as Downtown Mixed Residential (DMR).

Environmental Review: The City of Chelan, as SEPA lead agency, has determined that this project is categorically exempt from the State Environmental Policy Act (SEPA) under WAC 197-11-800(6)(b): Other land use decisions not qualified for exemption are exempt provided: (i) The authorized activities will be conducted within an existing building or facility qualifying for exemption under WAC 197-11-800 (1) and (2); and (ii) The activities will not change the character of the building or facility in a way that would remove it from an exempt class. 

This determination is based on review of the application materials including the submitted Conditional Use Permit Narrative, Site Plan, and Environmental Checklist.

Other required permits not included in the application to the extent known by the City of Chelan: Fire Alarm Permit

Comment Period: Agencies, tribes, and the public are encouraged to review and comment on the proposed project. The public comment period on this application will remain open until 5:00 p.m. on April 14, 2025.

All interested persons have the right to comment on this application, to appear and provide testimony at the public hearing, and to receive a copy of any decision once made.  A copy of the application, all documents and evidence relied upon by the applicant and applicable criteria are available for inspection at no cost. A copy of the staff report will be available for inspection at least ten days prior to the hearing. The application and any related studies may be reviewed at City Hall, Department of Planning & Community Development, 135 E. Johnson Avenue, Chelan, WA, during regular business hours.

Appeal Period: The Hearing Examiner’s decision may be the subject of a judicial appeal by a land use petition filed with the Chelan County Superior Court within 21 days, as provided in Chapter 36.70C RCW.
