The Growth Management Act (GMA) requires the City to review and update as necessary the Comprehensive Plan for GMA Compliance. The City is required to complete this work by June 1, 2017.
The 2017 Comprehensive Plan Scope of Work identifies what portions of the Comprehensive Plan are scheduled to be updated and a general timetable for doing so. The scope of work includes updating the Housing Element, revising the land use map to allow residential east of Apple Blossom Center by modifying the Warehouse Industrial zone or adding a new zone to accommodate "worker housing" and modification of the Urban Growth Boundary among other items.

The Planning Department will be updating this page with public notices for all future workshops and hearings for the major Comprehensive Plan Update in 2026. This page will provide all public draft documents and information on the update process.
